An internet carrier is a company that manages the infrastructure for phones and the internet. They provide a connection between customers and their service providers.
They may be a communications carrier that hosts the PSTN switching technology. This technology turns digital VoIP calls into calls received on a landline or cell phone.
To use an analogy, carriers own the tracks that all the trains ride along. While service providers build the trains themselves. Some carriers may also be a service provider.
