A rate center is, within the North American Calling plan, a geographical area that determines local calls vs. long-distance calls, and distributes phone numbers of one or more area code/prefix combinations.
Rate centers are a regulatory construct that developed primarily to calculate the rates at which individual phone calls are charged.
