CLEC stands for Competitive Local Exchange Carrier. A CLEC is a company that provides LEC services as a competitor to incumbent carriers.
CLECs are companies that were founded after the Telecommunications Act of 1996. This act allows these companies to use the infrastructure set in place by ILECs. It has helped break down the monopolistic nature of the industry.
CLECs help with this by providing direct competition to incumbent carriers.
